19 of the Russian's 21 titles have been won on hardcourt
A resurgent Medvedev won his initial championship for 882 days with victory over Frenchman Moutet in the tournament championship match.
Medvedev, a ex- top-ranked player, has endured a difficult period, managing just a single victory at the major tournaments and undergoing a setback at the US Open.
The player's inconsistency on the professional circuit - and issues with his serving in specific - led to him falling of the elite rankings and eventually parting ways with long-term trainer Gilles Cervara.
Currently working with Thomas Johansson and Rohan Goetzke, he has gradually improved in the last few weeks - culminating in a tightly fought 7-5 4-6 6-3 victory over opponent Moutet.
It is Medvedev's first trophy since the 2023 Rome Masters and initial on a hard surface after that period of 2023.
The win also means Medvedev has won twenty-one championships at twenty-one distinct events.
"It's the first time I have attended a event with my both daughters together, so to secure a title is particularly special," stated world number 14 Daniil Medvedev.
"This championship is in dedication of my child Victoria, because the initial championship I achieved when my older daughter my daughter was born was for her."
The tennis star, the 2021 US Open champion, had lost his previous six championship matches, including in Halle earlier this year.
The player's counter-punching strategy and frequent outbursts on court had led commentators to wonder if his ability to play at the elite level was concluded.
However the 29-year-old has altered his approach in recent weeks, making an effort to come to the net and perform aggressively, reinforced by an improved service.
Medvedev recovered from a disadvantage in the opening set against the tricky opponent, taking 4 of the last five exchanges to go ahead.
Both players traded break points in the second set before the Frenchman, striving for his maiden ATP Tour championship, gained dominance to create a final set.
The opponent defended four early-game chances in a competitive deciding set before Medvedev secured a break to 15 to secure the win.
Appropriately, the winner earned victory with a rally at the front of the court, with Moutet failing to control a volley after two hours and 38 minutes.
