Two more people have been arrested related to a theft at London's Heathrow Airport in which 21 people were injured by a substance believed to be an irritant spray, as stated by police.

A man, 24, was taken into custody in the Lambeth area for suspected theft and assault and a woman, 23 was arrested on suspicion of conspiracy to commit robbery. They both are still being held, authorities confirmed.

These detentions follow an investigation into an attack at the multi-level parking garage at Heathrow's Terminal 3 on Sunday. Before the attack, a pair of female travelers had stolen from them their luggage after getting out of a parking garage elevator.

A three-year-old girl was one of the injured during the incident. A total of five individuals went to hospital for treatment and were later discharged.

Officers detained a man in his thirties on suspicion of robbery and assault close to the location. He was subsequently released pending further inquiries as the investigation proceeds.

Authorities were alerted at about 8:10 in the morning GMT after reports came in regarding a number of individuals hurt by a noxious substance thought to be pepper spray.

The assault - which police said was isolated and not considered an act of terror - resulted in train delays and the partial closure of the Central Terminal Area tunnel and the Terminal 3 parking facility briefly.
